About this opportunity

The Pennsylvania Department of Human Services is soliciting vendors to provide sludge removal and sewer line obstruction removal services for Clarks Summit State Hospital in Clarks Summit, Pennsylvania, with bids due October 22, 2026, and a mandatory site visit required prior to submission.

Vendors must complete a site visit coordinated with Ryan Wilbur at 570-587-7241 or rwilbur@pa.gov and submit signed proof of visit with their bid package. Questions are due October 15, 2026, with answers posted by October 19, 2026. Bid submission is electronic through the Commonwealth's procurement system (SRM).

The scope encompasses scheduled sludge removal (monthly digester pumping, quarterly grease trap cleaning, twice-yearly chlorine tank sediment removal, annual storm drain cleaning and aeration tank sediment removal, biennial final clarifier sediment removal) and as-needed sewer line obstruction removal (grease and root removal, hydro-jet cleaning, video inspection, and 24/7 emergency response with a two-hour response time requirement). Pricing is structured as daily rates for line trucks, hydro-jet trucks, and vacuum trucks, and hourly rates for camera services, with regular billing for Monday–Friday 8:00 a.m.–4:00 p.m. work and overtime billing for work outside these hours, weekends, or Commonwealth holidays.

The contract commences upon purchase order issuance for two years, with options for three additional one-year renewal terms at unit prices not exceeding 3% annual increases plus potential three-month extensions. Award is made to the lowest responsive and responsible bidder based on estimated quantities.

Contractors must possess current Pennsylvania Department of Environmental Protection certification or permits for permitted sewage treatment plant waste disposal and comply with all federal, state, and local environmental regulations. Bid submission requires signed lobbying certification, Workers Protection and Investment Certification (Commonwealth of Pennsylvania Executive Order 2021-06), proof of site visit, and proof of current DEP permits. Payment is made by ACH within thirty days of receipt of proper invoices submitted on contractor letterhead with required documentation of completed work.
