About this opportunity

Harris Health System is soliciting proposals through a Competitive Sealed Proposal (CSP) process for a Cardiac Care Unit (CCU) and Acute Care Unit Renovation project at Ben Taub Hospital in Houston, Texas, with an estimated budget of $5,400,000. The procurement encompasses furnishing all personnel, labor, materials, equipment, and incidentals necessary to complete selective structural demolition, asbestos remediation, concrete rehabilitation, cold-formed metal framing installation, and associated mechanical, electrical, plumbing, fire suppression, and communications systems work across 28 divisions of work. A mandatory pre-proposal conference and site visit is scheduled for March 23, 2026, at 10:00 a.m. CST at Ben Taub Hospital, with vendor attendance required for proposal eligibility and sign-in mandatory. Written technical questions must be submitted by March 27, 2026, through the Bonfire portal, with responses posted by April 3, 2026. Proposals are due no later than 2:00 p.m. CDT on Monday, April 13, 2026, with Board of Trustees approval anticipated by June 10, 2026. Award evaluation will be based on qualifications, safety, and past performance (30%); technical approach and methodology (20%); and pricing (50%), with Board approval anticipated by June 10, 2026. Successful contractors must demonstrate financial capacity, provide three years of safety records, and present evidence of at least five similar healthcare construction projects, while complying with prevailing wage requirements, certified weekly payroll submissions, and performance and payment bonds equal to 100% of the contract amount.

Harris Health has established a 25% Minority- and Woman-Owned Business Enterprise (M/WBE) utilization goal, requiring bidders to submit a completed M/WBE Utilization Plan demonstrating either achievement of the goal or documented good faith efforts to meet it at the time of bid submission; failure to submit the required plan will result in bid rejection as non-responsive. The project is subject to Harris Health's skilled trade protections policy for bond-funded construction contracts, mandating a minimum wage of either $15 per hour or Davis-Bacon Act rates (whichever is higher), with a minimum of 10% of total project hours performed by individuals enrolled in or graduated from approved apprenticeship programs. All contractors and subcontractors must comply with the Rolling Owner Controlled Insurance Program (ROCIP) administered by Alliant Insurance Services, which provides mandatory workers' compensation, commercial general liability ($2,000,000 per occurrence), and excess liability coverage ($25,000,000 per occurrence), with all ROCIP insurance premiums paid by Harris Health and no costs to be included in contractor bids. Bid security of 5% of the total bid amount is required, submitted as either a cashier's check or bid bond payable to Harris County. Harris Health is exempt from all sales and use taxes, will process payments within the timeframe specified under Texas Government Code, and anticipates a single award but reserves the right to award multiple vendors if deemed beneficial, with all toll and parking fees remaining the vendor's responsibility.
