About this opportunity

The Columbus Airport Commission is soliciting proposals for non-exclusive rental car concession services under RFP #2021-07, with proposals due October 15, 2021 at 2:00 PM and a pre-proposal conference on September 23 at 1:00 PM. The contract term runs five years effective November 1, 2021 through October 31, 2026. The Commission will award concession agreements to up to five qualified proposers.

Four rental car counter positions are available in the terminal building with associated ready/return parking spaces and service area facilities. Qualifying firms must demonstrate 100 percent ownership or authorization to operate proposed brands, three years of rental car experience, annual revenues of at least $100,000 for the past three years, no outstanding judgments or bankruptcies within five years, and sufficient vehicles and trained personnel.

Evaluation prioritizes the sum total of minimum annual guarantees (MAG) proposed for the five-year term, followed by proposer qualifications and performance history. The MAG has a minimum bid floor of $50,000 annually. Compensation is the greater of the MAG or 11 percent of gross revenues, plus a $3.00 per-customer-per-day customer facility charge, ready/return parking fees at $10.00 per space per month, and a proportional share of service area expenses.

The airport serves approximately 600,000 in MSA population with Delta and American Airlines service. Combined gross revenues across six current providers total approximately $8.1 million annually, providing historical revenue data from FY 2017 through FY 2021. The airport experienced recent passenger growth and expanded service capacity following American Airlines' entry in August 2021. Questions are due September 27, 2021 at 5:00 PM. Contract negotiations are anticipated to begin October 18, 2021, with final contract consideration by the Commission on October 27, 2021.
