Type 1 aggregate must be certified to Missouri Highway and Transportation Department specifications and supported by independent laboratory certified test reports dated within the last six months proving DOT compliance. Bidders must submit two distinct pricing rates: FOB Plant/Quarry (loaded into City-owned dump trucks) and FOB Destination/Delivered (dumped at designated City maintenance yards), with all shipping and delivery charges included in unit costs per ton.

The contract term runs one year from July 1, 2026 through June 30, 2027, with options to renew for two additional one-year periods if mutually agreeable. Vendors must provide minimum three references from public agencies or high-volume commercial clients within the last three years, detail quality control programs and fleet capabilities, specify guaranteed delivery response times, furnish certificates of insurance naming the City as additional insured, and agree to an Emergency Agreement Clause requiring availability of up to 10 percent excess inventory for emergency situations with delivery within two hours' notice. Missouri prevailing wage rates per Annual Wage Order No. 31 apply to all workers. Contractors must submit performance and payment bonds equal to 100% of the aggregate contract amount, proof of ten-hour OSHA-approved construction safety training within sixty days of project commencement, and work authorization affidavits confirming E-Verify participation.
