About this opportunity

The City of Sun Prairie, Wisconsin is requesting proposals for crossing guard services at approximately 14 locations covering morning (30 minutes) and afternoon (45–60 minutes) school transit periods, with proposals due June 17, 2026 at 2:00 p.m. CST and questions due May 27, 2026. A 5-point local-vendor preference applies to businesses with a physical address within City limits; DBE, WBE, and DVB certifications each carry 10 evaluation points.

The scope requires crossing guard coverage at designated intersections and crosswalks, with an average of 16 crossing guards across the 14 locations (subject to adjustment based on City safety assessment). The contractor must provide all uniforms and equipment—yellow raincoats, NHTSA-compliant reflective vests, lighted hand-held stop signs, and blaze orange traffic cones—at no cost to the City or employees. The contractor supplies personnel training, maintains reserve staffing to ensure continuous coverage, conducts DOJ fingerprint-based background checks, and complies with Wisconsin living wage requirements for contracts exceeding $5,000. Crossing guards are prohibited from carrying weapons during performance.

The contract runs from August 6, 2026 through June 22, 2029, with two optional one-year renewals. The City reserves the right to assess penalties of $50 per missed assignment with one hour or more notice and $150 per missed assignment with less than one hour notice; five or more misses may constitute default. The City may terminate at any time with 30 days' written notice, with liability limited to pro rata costs plus approved expenses.

Evaluation allocates 25 points each to qualifications, relevant experience, and cost (lowest-cost methodology); 10 points to sustainability (emissions reduction, organizational commitment, certifications); 10 points to DBE/WBE/DVB status; and 5 points to local preference. Pricing is submitted as a not-to-exceed fee proposal in a separate sealed envelope and must be all-inclusive of payroll taxes, workers compensation, liability insurance, overhead, and profit. Proposers must provide six client references documenting similar services, with Wisconsin municipalities preferred. Insurance requirements include $1 million per-occurrence commercial general liability ($2 million aggregate), $1 million workers compensation, $1 million auto liability, and $5 million umbrella coverage, with the City named as additional insured.
