The City is seeking proposals to provide crossing guard coverage at approximately 14 locations during morning (30 minutes) and afternoon (45-60 minutes) school transit periods. The contract will require an average of 16 crossing guards across the designated intersections and crosswalks, subject to adjustment based on City safety assessments. Questions were due May 27, 2026, with proposals due June 17, 2026 at 2:00 p.m. CST. The contract term runs from August 6, 2026 through June 22, 2029, with two optional one-year renewal periods. No questions were submitted during the Q&A period.

The contractor must provide all uniforms and equipment including yellow raincoats, NHTSA-compliant reflective vests, lighted hand-held stop signs, and blaze orange traffic cones at no cost to the City. Proposals will be evaluated on qualifications (25 points), relevant experience (25 points), cost using lowest-cost methodology (25 points), sustainability (10 points), and DBE/WBE/DVB certifications and local preference (10 and 5 points respectively). A 5-point local-vendor preference applies to businesses with physical addresses within City limits. Pricing must be submitted as a not-to-exceed fee proposal in a separate sealed envelope and must be all-inclusive of payroll taxes, workers compensation, liability insurance, overhead, and profit. The contractor must comply with Wisconsin living wage requirements for contracts exceeding $5,000, conduct DOJ fingerprint-based background checks, maintain reserve staffing, provide personnel training, and obtain insurance coverage including $1 million per-occurrence commercial general liability, $1 million workers compensation, $1 million auto liability, and $5 million umbrella coverage. The City reserves the right to assess penalties of $50 per missed assignment with one hour or more notice and $150 per missed assignment with less notice; five or more misses may constitute default.
