About this opportunity
The Superior Court of California, County of Los Angeles is seeking information on a cross-systems monitoring and audit platform via RFI 2026-061, with responses due June 12, 2026. This is a planning and market research solicitation only and does not constitute a binding procurement or contract offer.
The Court operates 38 locations across 88 cities and serves 118 law enforcement agencies with over 4,500 full-time employees. It requires a platform capable of monitoring and auditing policy and process activities across systems, applications, and users, with particular focus on addressing gaps where application audit logs do not exist, are insufficient, or disjointed. The solution must enable HR, Legal, Compliance, and Cyber Security users to define controls and policies, translate policies into actionable system and user controls, monitor compliance across systems in a unified workspace, conduct faster and more accurate audits, document admissible evidence of policy violations, and perform indexed searches by user ID, account number, and case ID.
A critical scope constraint: the platform must be hosted on the Court's own infrastructure rather than cloud-based solutions, which filters vendors offering only SaaS or cloud deployment models. Respondents should address three elements—an executive summary of the proposed solution and firm capabilities, a technical approach and work plan demonstrating alignment with Court needs, and general pricing information.
Submissions are electronic only via the Bonfire platform. The Court will not reimburse response expenses, does not commit to return submissions, and has no obligation to respond or proceed with any future solicitation. Timeline dates, including question deadlines, are posted on the Court's Online Procurement Website (https://lacourt.bonfirehub.com) and are subject to change at the Court's discretion. The bid contact is Melissa Bustos.
