About this file
RFI 2026-061: Cross Systems Monitoring and Audit System
This Request for Information (RFI) has been issued by the Superior Court of California, County of Los Angeles, a unified trial court system serving 88 cities and 118 law enforcement agencies countywide with over 4,500 full-time employees across 38 Court locations. The Court seeks vendor information regarding a cross-systems monitoring and audit platform capable of monitoring and auditing policy and process activities across systems, applications, and users, particularly addressing instances where application audit logs do not exist, are insufficient, or disjointed. The platform must enable Court HR, Legal, Compliance, and Cyber Security users to define controls and policies, transform policies into actionable system and user controls, monitor compliance across systems in a unified space, conduct faster and more accurate audits, document admissible evidence of policy violations, and perform indexed searches by identifiers such as user ID, account number, and case ID. The Court has established key timeline dates posted on its Online Procurement Website (https://lacourt.bonfirehub.com on Bonfire), including deadlines for question submission and submittal due dates, though these dates are subject to change at the Court's discretion. This RFI is explicitly for planning and market research purposes only and does not constitute a binding solicitation or contract offer.
Respondents should submit straightforward, concise information addressing three primary elements: an executive summary describing the proposed solution and firm capabilities, a technical approach and work plan explaining how the solution meets Court needs, and general pricing information. The platform must be hosted on the Court's own infrastructure rather than cloud-based solutions. The Court will not reimburse respondents for any expenses associated with responding to this RFI, responses will not be returned, and the Court has no obligation to respond to submissions or proceed with any future solicitation. All submissions must be made electronically through the Bonfire platform. The bid contact is Melissa Bustos of the Superior Court of California, County of Los Angeles.
