About this opportunity

The Texas Department of Public Safety is requesting bids for Criminal History Report Forms under IFB 405-27R0003051, with electronic responses due October 23, 2026 at 5:00 p.m. Central Time and an anticipated award date of October 30, 2026. Addendum No. 1, issued October 15, requires acknowledgment of receipt as a condition of bid acceptance.

The scope comprises five form types: CR-43 with transmission capability (30,000 units), CR-43J with transmission capability (30,000 units), CR-43 without transmission capability (10,000 units), CR-43J without transmission capability (10,000 units), and CR-44J forms (20,000 units). Forms must meet detailed specifications for paper quality, dimensions, color, printing standards, security features, and accessibility compliance. Sample forms (Revision 11-2025) and assembly instructions are provided in the addendum. DPS anticipates issuing a single purchase order for the full listed quantities rather than multiple orders throughout the contract term. Delivery must be made to DPS Headquarters at 5900 Guadalupe, Austin, Texas 78752.

The contract term commences on the effective date of the purchase order and expires August 31, 2027, with DPS retaining the right to extend for up to an additional six months. Bidders must submit pricing on a mandatory pricing schedule for all commodities and delivery costs, representing sole compensation with no guaranteed minimum. All items must be new, unused, and of current production unless otherwise specified.

Newly established businesses may partner with qualified subcontractors for manufacturing and delivery while retaining prime contractor responsibility. Newly established companies may submit past-performance references from proposed subcontractors and financial capability statements supported by banking information in lieu of two years of audited financial statements. Bidders must acknowledge diversity and disadvantage certification requirements under state standards. Bids remain valid for 180 days after opening and may be extended by mutual written agreement. DPS reserves the right to award one or more contracts to the best value bidder, reject any or all bids, and waive minor informalities. Responses must be submitted electronically to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room; no public bid opening will be held.
