Evaluation criteria include lowest responsive, responsible bid based on firm fixed pricing with all price decreases automatically extended to the County, and contractor must provide references, a valid DUNS number, valid UEI number, proof of compliance with safety requirements including an Injury and Illness Prevention Program, and completion of required certifications.
The solicitation includes a five percent price deduction for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders during the evaluation process, recognizing disadvantaged enterprise participation. The contract will be awarded to a single contractor and does not identify any incumbent vendors or current contractors. The contract will be between the County and the awarded bidder in accordance with model contract terms and conditions, with an initial term of three calendar years beginning September 1, 2026, and two optional renewal periods of one year each, subject to mutual written agreement and County Board of Supervisors approval. The total contract amount is not to exceed $1,100,000 across all three years, with no price increases permitted during the first contract year and subsequent adjustments requiring documented proof of cost increases with a minimum 180-day advance written notice. Contractor must guarantee prices are equal to or less than those quoted to other government entities and must pay a two percent administrative rebate on total sales from subordinate contracts with other entities, paid quarterly to the County. The contractor is responsible for obtaining all permits, licenses, and maintaining compliance with California Labor Code prevailing wage requirements, workers' compensation insurance, and comprehensive insurance requirements including $1,000,000 general liability and $1,000,000 automobile liability minimum coverage, with both Performance and Labor and Material Payment Bonds required.
