About this opportunity

The Great Lakes Water Authority (GLWA) is soliciting qualified vendors to provide comprehensive crane maintenance, repair, and inspection services across multiple water and wastewater facilities in Wayne County, Michigan. The scope of work encompasses preventative maintenance, repair, and OSHA-compliant inspection services for approximately 99 cranes at the Water Resource Recovery Facility (WRRF) and nine combined sewer overflow (CSO) basins, plus approximately 70 cranes distributed across the Lake Huron Water Treatment Plant, Northeast Water Treatment Plant, Southwest Water Treatment Plant, Springwells Water Treatment Plant, Water Works Park Water Treatment Plant, and seventeen pumping stations. Services must include employee training on crane operation and maintenance as needed. Prospective vendors must be Michigan-licensed businesses with a minimum of five years' documented experience providing OSHA-compliant crane preventative maintenance, repair, and inspection services and at least three years' experience working with cranes. An optional pre-bid meeting and site tour will be held on Tuesday, February 10, 2026 at 10:00 AM EST at 9300 W. Jefferson Ave, Detroit, MI 48209, with virtual attendance available via Microsoft Teams; RSVP is required by Friday, February 6, 2026. Questions must be submitted through the Bonfire portal by Friday, February 13, 2026 at 12:00 PM EST, and the bid due date is Tuesday, March 10, 2026 at 12:00 PM EST. Evaluation will weigh Business Inclusion and Diversity (B.I.D.) at 3% and Lowest Cost/Responsive/Responsible at 97%, with award going to the lowest responsive and responsible bidder. Vendors with a GLWA Vendor Performance Score below 70% over one year will be deemed non-responsible, and no bid bonds, performance bonds, or payment bonds are required.

The procurement includes Business Inclusion and Diversity (B.I.D.) requirements mandating that vendors submit a Proposed Diversity Plan and relevant diversity certifications such as DBE, MBE, SBE, and WBE designations from federal agencies, the State of Michigan, or Michigan local units of government. Economic equity scoring points are available for business presence in Michigan (1%), location in an economically disadvantaged GLWA service territory area (1%), and general GLWA service territory presence (1%), where the service territory spans eight counties including Wayne. Vendors must complete a Statement of Qualifications, provide a Solicitation Subcontractor List identifying all proposed subcontractors by specialty trade and work classification, and comply with GLWA's Procurement Policy and Davis-Bacon prevailing wage requirements if applicable. Vendor responses must remain valid for six months following the bid due date, and awarded vendors must return executed contracts and required documentation within ten business days of receipt or forfeit the award. All required documents must be submitted through Euna Procurement at https://glwater.bonfirehub.com. The solicitation does not identify incumbent vendors or current contractors, does not specify item quantities or contract term lengths, and does not provide anticipated award values or budget ranges, with the estimated service start date listed as TBD.
