About this opportunity
The City of Tampa's Community Redevelopment Department, on behalf of the Ybor City Community Redevelopment Agency (CRA), is issuing an Invitation to Bid (ITB) for storage and installation services for street sign improvements within the Ybor City 1 and 2 CRA districts in Hillsborough County, Florida. The project encompasses two primary tasks: storage coordination and logistics management of approximately 400 signs (printed signs, frames, posts, and crowns), and installation of street signage across 90 locations (40 in CRA 1 and 50 in CRA 2), with material requirements including 147 black posts, 210 backing materials, and 144 crown bases. Installation services include six line items priced on a per-unit basis: signs installed on 2.5-inch diameter posts in dirt, signs installed in sidewalk/concrete on 2.5-inch diameter aluminum posts, sign and post removal, sign replacement, special signs installed on break-away systems with 4-inch diameter posts, and removal of special signs. All costs must include fastening hardware, concrete, washers, bolts, traffic control, Sunshine utility notification, and restoration services, with the contractor assuming full responsibility for Maintenance of Traffic requirements and providing a five-year warranty against defects in workmanship and materials. Sealed bids must be submitted electronically through the OpenGov eProcurement Portal by 3:00 p.m. on Friday, April 10, 2026. Qualified contractors must demonstrate a minimum of one year of experience providing similar services, submit three project references, provide an equipment list with technical specifications, have at least one employee holding an FDOT Intermediate Maintenance of Traffic (MOT) Certification or greater, maintain Commercial General Liability insurance of $1 million per occurrence and $2 million general aggregate, carry Automobile Liability of $500,000 to $1 million depending on contract value, and provide Worker's Compensation as required by Florida law. Liquidated damages of $250.00 per calendar day apply for failure to meet agreed-upon completion milestones, and the City of Tampa will conduct a preconstruction meeting to identify scope and special conditions prior to work commencement.
The City of Tampa certifies Small Local Business Enterprises (SLBEs) for a five percent bid discount, up to a maximum of $10,000 for evaluation purposes only; bidders claiming SLBE status must submit a Letter of Intent (DMI-40 Form) within ten workdays after the notice of intent to award is posted and provide executed subcontract agreements prior to work commencement. The contract award period is one year from the effective date, with mutual written renewal options for four additional one-year periods, plus the City's unilateral right to extend for up to three additional thirty-day periods. The City of Tampa will source all materials and fabricate the signs prior to contractor involvement, eliminating the need for contractor integration with existing sign fabrication infrastructure. Removed signs and materials must be delivered to the City's Mobility Operations Yard at 3802 E 26th Ave., Tampa, with components separated at no additional compensation. While no specific budget range is disclosed in the solicitation documents, the bid structure requires contractors to submit pricing on a per-unit basis for each of the six installation line items across the 90 identified locations, with the final contract value dependent on the quantities and pricing submitted by the successful bidder.
