The project requires qualified contractors to provide storage coordination and logistics management for approximately 400 signs (including printed signs, frames, posts, and crowns) and installation of street signage across 90 locations (40 in CRA 1 and 50 in CRA 2). Material requirements include 147 black posts, 210 backing materials, and 144 crown bases. Installation services consist of six line items priced on a per-unit basis: signs installed on 2.5-inch diameter posts in dirt, signs installed in sidewalk/concrete on 2.5-inch diameter aluminum posts, sign and post removal, sign replacement, special signs installed on break-away systems with 4-inch diameter posts, and removal of special signs. Sealed bids must be submitted electronically through the OpenGov eProcurement Portal by 3:00 p.m. on Friday, April 10, 2026. The contract award period is one year from the effective date, with mutual written renewal options for four additional one-year periods, plus the City's unilateral right to extend for up to three additional thirty-day periods.

Qualified contractors must demonstrate a minimum of one year of experience providing similar services, submit three project references, provide an equipment list with technical specifications, and have at least one employee holding an FDOT Intermediate Maintenance of Traffic (MOT) Certification or greater. Insurance requirements include Commercial General Liability of $1 million per occurrence and $2 million general aggregate, Automobile Liability of $500,000 to $1 million depending on contract value, and Worker's Compensation as required by Florida law. The City of Tampa certifies Small Local Business Enterprises (SLBEs) for a five percent bid discount, up to a maximum of $10,000 for evaluation purposes only; bidders claiming SLBE status must submit a Letter of Intent (DMI-40 Form) within ten workdays after the notice of intent to award is posted. All costs must include fastening hardware, concrete, washers, bolts, traffic control, Sunshine utility notification, and restoration services, with the contractor assuming full responsibility for Maintenance of Traffic requirements and providing a five-year warranty against defects in workmanship and materials. Liquidated damages of $250.00 per calendar day apply for failure to meet agreed-upon completion milestones. The City of Tampa will source all materials and fabricate the signs prior to contractor involvement, and removed signs and materials must be delivered to the City's Mobility Operations Yard at 3802 E 26th Ave., Tampa, with components separated at no additional compensation.
