About this opportunity

Hillsborough County, Florida is conducting a sole source procurement under Section 3-205(2)(i) of the County's Procurement Policy for standardized countywide CPR, AED, First Aid, and Stop Life-Threatening Bleeding training services to be provided to county employees. The intended awardee is HSI Emergency Care Solutions, Inc., which will deliver educational, training, and professional development services over a two-year contract period. The deliverables include SCORM-based training content delivery for two primary courses—CPR/AED/First Aid (All-Ages) and Stop Life-Threatening Bleeding Training—with proprietary setup and configuration, hosting on SCORM Cloud, technical support for integration with the County's Learning Management System, and ongoing troubleshooting assistance throughout the agreement term. The scope encompasses digital certificate issuance at $12.22 per CPR/AED/First Aid certification and $5.97 per Stop Life-Threatening Bleeding certification, with Year 1 projected usage of 1,250 CPR/AED/First Aid certificates and 800 Stop Life-Threatening Bleeding units, and Year 2 projected usage maintaining similar volumes. Contractors believing they can provide comparable training services may submit challenges to this sole source designation through the EUNA Procurement system by the specified close date of January 26, 2026, which is ten days from the posting date of January 16, 2026; the County will review properly submitted challenges to determine whether bona fide competition exists before finalizing the award. All pricing terms are locked for the minimum two-year contract period, with potential cost increases after the initial term by mutual agreement.

This procurement is not designated as a set-aside for disadvantaged enterprises or any other special category of organizations, and no specific restrictions limiting responder eligibility have been identified in the solicitation documents. HSI Emergency Care Solutions, Inc. is the current and intended sole source contractor, with established infrastructure and proprietary SCORM-based training content already developed and ready for deployment. The training services must integrate with the County's existing Learning Management System, requiring technical compatibility and support capabilities. The total estimated contract value for the two-year period is $50,602.00, consisting of Year 1 costs of $27,051.00 and Year 2 costs of $23,551.00, with the breakdown including a one-time SCORM implementation fee of $7,000.00, annual maintenance fees of $3,500.00, certificate issuance costs based on projected usage volumes, and specialized bleeding control training fees. The County reserves the right to extend the contract period beyond two years, adjust the scope of services in response to changing conditions and updated requirements, and increase the award amount accordingly.
