About this file

This is a sales quote document submitted by HSI Emergency Care Solutions, Inc. to Hillsborough County Risk Management & Safety Division in Florida for SCORM-based training content delivery. The quote addresses two primary training courses: CPR/AED/First Aid (All-Ages) and Stop Life-Threatening Bleeding Training. The services include proprietary setup and configuration of each course dispatch, hosting on SCORM Cloud, technical support for loading content onto the County's Learning Management System (LMS), and ongoing troubleshooting assistance throughout the agreement term. The initial implementation cost for both courses is $7,000, covering setup, hosting fees, and technical support. Following the first year of service, an annual maintenance fee of $3,500 will be charged to maintain the SCORM content accessibility. All pricing terms are locked for a minimum two-year period, after which costs may be extended, updated, or adjusted by mutual agreement between both parties.

Additional costs include digital certificates at $12.22 for CPR/AED/First Aid and $5.97 for Stop Life-Threatening Bleeding certifications. The quote projects a two-year contract value of approximately $17,000 for the base services ($7,000 initial plus $3,500 annual maintenance for year two), though the actual total cost will depend on certificate issuance volumes. The County has indicated an estimated total procurement cost of $50,602.00 for the two-year period, suggesting significant usage of digital certificates across the organization. Pricing for digital certifications is expected to increase after the initial two-year period. The County reserves the right to extend the contract term beyond two years, adjust scope of services, and increase the award amount accordingly.

RE: SCORM Content from HSI

Risk Management & Safety Division, Thank you for considering HSI’s SCORM content for your organization. Below is a breakdown of our discussion from earlier today. It provides a description of our services and a cost breakdown. If any additional information is needed, please do not hesitate to reach out.

Our content is provided in SCORM 1.2 format and hosted on the SCORM cloud. The initial cost to set up each dispatch is $3500 per course ($7000 for both CPR/AED/FA All-Ages and Stop Life-Threatening Bleeding). This cost includes the proprietary setup of each dispatch for your organization, hosting fees, as well as any technical support needed when loading the content onto your LMS. In addition, if technical assistance is needed during the duration of our agreement, our team is happy to troubleshoot and assist. After your first year of service, we’ll charge an annual maintenance fee of $3500 per year for both courses.

-Cost of SCORM for first year: $7000 (Includes a package for CPR/AED/FA All Ages, and Stop Life- Threatening Bleeding)

-Additional cost: Digital certificate for CPR/AED/FA: $12.22, Stop Life Threatening Bleeding: $5.97

-After the first year of service, we only charge a maintenance fee to keep your SCORM content live. This is half the cost of the initial implementation at $3500 total for CPR/AED/FA and SLTB.

All the costs above will remain locked in for 2 years minimum but can be extended or updated upon both parties' approval. Pricing for the digital certifications will likely be increased at some point after the initial 2 years.

Thank you so much for the partnership. We look forward to working with your team for years to come.

Best Regards, Geoff Albrecht Sales Director, Emergency Care P: (949) 456-8366 E: galbrecht@hsi.com
