About this opportunity
The City of Philadelphia is requesting quotes on branded promotional items for a micro purchase under opportunity B2727622, with quotes due August 6, 2026. This is a lowest-responsive-and-responsible-bidder micro purchase capped at $43,000 (adjusted annually by CPI from January 1, 2020 baseline). The City reserves the right to award the entire solicitation or individual line items at its discretion.
Vendors must quote all items to be eligible for award. The scope includes stress-relief products (mango and avocado stress balls, pinata stress relievers, push pop games, fidget spinners), drinkware (porcelain espresso cups with saucers, 24-ounce reusable water bottles), writing instruments and paper goods (black ink pens with green barrels, soft-cover journals with elastic straps), office and personal accessories (measuring spoons, fanny packs with double-zippered pockets, non-woven shopping tote bags, personal fans with batteries included, playing cards), and novelty items (mini dominos in wooden boxes, mini synthetic leather soccer balls, mini Vicks VapoRub keychains) — all bearing the CPOC logo. Vendors must submit specification sheets for all items with their quotes.
All prices must be quoted net, exclusive of federal excise taxes, transportation taxes, and Pennsylvania sales and use taxes, on an FOB Destination basis. The contract term is 365 days from the effective date. Quotes remain valid for 60 days from submission or throughout the contract term for requirements contracts. Sellers must maintain general liability insurance ($500,000 minimum per occurrence), workers' compensation insurance at statutory limits, and automobile liability insurance ($300,000 per occurrence if applicable). Sellers must certify they are not delinquent to the City for taxes, liens, or fees and must comply with Philadelphia business tax requirements.
Quotes must be submitted electronically through PHLContracts at www.PHLContracts.phila.gov. An executed Consent and Authorization Agreement is mandatory and must be submitted prior to bid closing. Submission of an LGBTQ Applicant Opportunity Data Form and disclosure of Local Business Entity (LBE) or other diversity certifications (MBE, WBE, DSBE, DBE, LGBTBE) is optional and does not affect bidding eligibility.
