About this file
This document is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist outlines the required steps for vendors to submit quotes for the CPOC Promotional Items micro purchase opportunity in Pennsylvania. Sellers must quote all items listed in the bid to be eligible for award, and the micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors are instructed not to deliver or provide services until officially notified by the department and must include specification sheets for all items with their quote.
The checklist requires vendors to complete a multi-step submission process including confirming seller role, indicating Local Business Entity (LBE) certification status, entering unit costs for each item, answering mandatory questions, accepting terms and conditions, and submitting required attachments. Critical requirements include submitting an executed Consent & Authorization form (mandatory for quote consideration), completing the optional LGBTQ Applicant Opportunity Data Form if applicable, and attaching any documents related to the quote. Vendors must review their complete submission for validation warnings before final submission through the PHLContracts portal at www.PHLContracts.phila.gov. The process emphasizes saving and continuing after each tab to ensure all mandatory fields are completed and validation messages are resolved.
