About this opportunity
The Committee for Public Counsel Services (CPCS) of Massachusetts is soliciting proposals under Request for Response CPCSRFRFY270001 for independent attorney workload studies covering its Children and Family Law Division and Mental Health Litigation Division. Vendor inquiries are due November 9, 2026, and proposals are due December 7, 2026, at 3:00 p.m. Completion of a Supplier Diversity Program (SDP) Plan form is mandatory for all bidders submitting quotes, committing a percentage of contract sales to certified SDP Partners on a Massachusetts fiscal-year basis. Prime bidders certified as M/WBE, M/WNPO, VBE, SDVOBE, DOBE, or LGBTBE cannot list themselves or their affiliates as SDP Partners.
The vendor will conduct evidence-based assessments of attorney workload and caseload standards, evaluate case complexity and duration across case types, compare staff attorneys with private assigned counsel, and recommend workload standards reflecting the time and resources needed for high-quality representation. Findings are intended to inform staffing, resource allocation, case assignment, and workforce planning. Mandatory submissions include Commonwealth Terms and Conditions, a Vendor Acceptance Form, a No Contact Policy Acknowledgement, and business references.
Compensation is a flat lump-sum rate inclusive of all costs, with a pricing schedule breaking total cost down by project activity, phase, or deliverable. Vendors may propose prompt payment discounts for accelerated payment. The contract term is one year, with two optional one-year renewals at CPCS's sole discretion, for a maximum of three years. The estimated contract start date is January 4, 2027, and the estimated successful-bidder notification is December 21, 2026. CPCS is not subject to Massachusetts Executive Branch procurement regulations, reserves the right to award to multiple vendors, and may amend, delay, or cancel the RFR. Submitted materials become CPCS property with full copyright ownership.
Proposal evaluation weights the technical proposal at 40%, references and vendor experience at 40%, and a vendor presentation at 20% if conducted. Pricing is reviewed only after technical evaluation is complete. Proposals must be emailed to caflmhldworkstudy@publiccounsel.net, and vendors must monitor COMMBUYS for official communications and addenda.
