The Ohio Department of Natural Resources, Division of Parks and Watercraft, is seeking bids for a renovation project at Cowan Lake State Park involving tile installation and painting in Shower House #2, located at 1756 Osborn Rd, Wilmington, OH 45177. The project requires comprehensive renovation including removing existing vinyl wall covering, patching wall holes, applying 1/4" cement board, installing ceramic tiles with grout, and painting exposed cinder block surfaces. Specific deliverables include temporarily removing and resetting fixtures such as mirrors, sinks, toilets, soap dispensers, towel racks, bendrails, and water valves, as well as detaching and reattaching water supply lines and replacing under-sink piping. The work must replicate the tile and aesthetic appearance of the previously completed Shower House #1, with all removal and cleanup responsibilities falling to the contractor. The project has a firm completion deadline of May 30, 2026.

The contract will be awarded to the lowest responsive and responsible bidder on a line-item basis. Contractors must comply with various state requirements, including obtaining commercial general liability and business automobile liability insurance with a minimum aggregate limit of $2,000,000, adhering to prevailing wage requirements under Ohio Revised Code Chapter 4115, and following state ethics laws and nondiscrimination policies. While no specific budget range was explicitly stated, the contract will be effective upon ODNR signature and terminate at the end of the current biennium, with potential mutual renewal subject to fund appropriation. Contractors must also complete an Affirmation and Disclosure Form, affirming compliance with executive orders prohibiting offshore services and purchases from specific international entities, and must be prepared to immediately notify the state of any changes in service locations.
