About this opportunity
County of Solano General Services Department, Fleet Operations Division is requesting bids for county-wide towing and recovery services supporting a fleet exceeding 700 vehicles and equipment assets, with proposals due June 19, 2026 at 5:00 p.m. via electronic submission. A local-vendor preference applies whereby local businesses within 5 percent of the lowest responsive and responsible bid may match that bid to receive award.
Services must be available 24 hours per day, seven days per week, including holidays, throughout Solano County and surrounding areas. The scope covers light-duty tows (Class 2B), medium-duty tows (Classes 3–6), heavy-duty tows (Classes 7–8 and equipment), recovery and labor services charged hourly, and secure storage (outdoor and indoor daily rates). The contractor must support diverse fleet classes including law enforcement units, public works trucks, construction equipment, and zero-emission vehicles. Base hook charges for light-duty and medium-duty tows include the first five miles, with mileage billed thereafter from the disabled vehicle's location to Fleet Corporation Yard at 3255 North Texas Street, Fairfield, California 94533. Response time requirements are specified in the IFB. Pricing is restricted to county-owned vehicles and equipment managed by Fleet Operations; vendor dispatch or storage locations, public rotation services, and private-party or non-county vehicle pricing are prohibited.
The contract is firm fixed-price with an initial term of July 1, 2026 through June 30, 2027, with County discretion to extend for two additional one-year terms without competitive rebidding, contingent on performance and funding. The County reserves the right to award to multiple vendors and to cancel with 30 days' notice for convenience or 10 days' notice for cause. Bidders must submit three references from government agencies or similar-sized firms for services provided within the last three years, demonstrate appropriate California licensure and insurance (general liability, automobile liability, workers' compensation, and employer's liability with Solano County named as additional insured), complete criminal background screening, and certify non-collusion and drug-free workplace compliance. Questions were due May 26, 2026; responses were provided by June 1, 2026. Contractor selection is scheduled for June 23, 2026. Payment terms are net 30–45 days after invoice receipt and equipment acceptance.
