About this file

This Invitation for Bids (IFB) No. 968-0331-24 is issued by the County of Solano's Department of General Services, Fleet Management Division, and the Sheriff's Office to solicit county-wide road towing services. The County seeks qualified towing contractors to provide 24-hour, 7-day-per-week services for approximately 500 county-owned vehicles including cars, sedans, SUVs, light trucks, vans, and single-axle vehicles with a maximum gross vehicle weight of 10,000 pounds. Services are not limited to county vehicle types and may include approximately 15 evidence/forensic tows annually for the Sheriff's Office. The County has divided the service area into four zones, and bids may be awarded in full, by zone, or by other combinations. The IFB was released on March 31, 2023, with questions due by April 14, 2023 at 5:00 PM PST and responses posted by April 21, 2023. Electronic bid submissions are required via the Bonfire E-Procurement Platform by May 5, 2023 at 5:00 PM PST, with late submissions not accepted. The contract period runs from July 1, 2023 to June 30, 2024, with the County retaining the right to renew for two additional one-year terms under identical conditions. Contractors must respond within one hour of service requests, except for forensic tows requiring a 40-minute response time from dispatch notification, and must maintain a dedicated 24-hour dispatch line with qualified personnel able to provide accurate estimated arrival times.

Bid pricing shall be submitted as flat-rate quotes with all incidentals, tools, labor, materials, equipment, transportation, and fuel surcharge costs included; only out-of-county Sheriff's Office forensic tow charges may be based on mileage. The County reserves the right to award contracts to multiple vendors and to reject any or all bids if deemed not in the County's best interest. A local vendor preference policy applies whereby local businesses within 5 percent of the lowest responsible bid may be offered an opportunity to match that bid. Successful bidders must maintain comprehensive insurance including general liability coverage of $5,000,000 per occurrence, automobile liability of $3,000,000 per accident, workers' compensation as required by California, and employer's liability of $1,000,000 per accident, with Solano County named as an additional insured. Contractor quotes must remain valid for 90 days after the IFB closing date. All required attachments including signature pages, non-collusion declarations, agency references, certifications of compliance, and local business declarations must be submitted with bids. Payment will be made within 35 to 40 days after invoice acceptance and County validation, with separate invoices and delivery slips required for each service response including vehicle unit numbers, mileage, location and time of drop-off, and for Sheriff's Office calls, the case number.
