About this opportunity

The County of Volusia, Florida is soliciting responses for county-wide pressure washing and soft-wash services across all county divisions and facilities under ITB 26-B-99JJ, with responses due July 16, 2026 at 3:00 p.m. EST and questions due by July 2, 2026 at 11:59 p.m. No local preference applies due to funding restrictions.

The scope covers routine, scheduled, and as-needed exterior cleaning—pressure washing and soft-wash applications—for approximately 130 buildings and structures across Facilities Management, Library Services, Coastal Division Parks & Beach Facilities, Solid Waste Division, Votran Public Transportation, Information Technology, Daytona Beach Ocean Center, and Daytona Beach International Airport. The master agreement will be available for use by all county departments. Facilities range from small restroom buildings (approximately 120–800 square feet) to large structures such as the Volusia County Courthouse (218,500 square feet), with heights up to 60 feet. Services include flatwork (concrete slabs, parking lots, sidewalks) and specialized soft-wash treatment for sensitive surfaces such as the Daytona Beach International Airport main terminal roof (approximately 13,850 square feet, single-ply PVC). Contractors must complete work within ten calendar days of service request and demonstrate prior verifiable experience on similar projects of comparable magnitude.

The initial contract term is three years with two optional one-year renewals contingent on mutual written agreement and County Council approval. Pricing proposals may be submitted for one, two, or all three facility categories (Facilities, Daytona Beach International Airport, and Ocean Center); respondents must complete selected pricing tables and the Miscellaneous Services/Water Hauling Rate pricing table in full to be considered responsive. Annual price redeterminations are permitted based on documented increases in wages, fuel, or materials using the Employment Cost Index or Producer Price Index. The County will evaluate responses based on total cost, past performance requiring three references from projects completed within the last three years of similar magnitude, and scheduling capability. Award will be made to the most responsive and responsible respondent representing best overall value, not necessarily lowest price.

Insurance requirements include workers' compensation with Florida statutory limits and waiver of subrogation; commercial general liability at $1 million per occurrence and $2 million general aggregate with County named as additional insured; and auto liability with $1 million combined single limit. All pricing must remain firm for at least ninety days from bid opening and include all labor, materials, equipment, mobilization, and travel costs. Payment terms are net forty-five business days. A non-mandatory solicitation opening will occur July 16, 2026 at 3:01 p.m. via Microsoft Teams. FAA civil rights compliance clauses and E-Verify requirements apply.
