Contractors must acknowledge and align their services with the four foundational pillars of Prevention, Outreach & Supportive Services, Shelter, and Housing. The combined annual funding allocation for all three Program Components totals $1.1 million, with Program A (Individuals) receiving approximately $670,000, Program B (Families) receiving $280,000, and Program C (Survivors) receiving $150,000, structured as actual cost agreements contingent upon available County funds. The funding source is a Continuum of Care (CoC) grant awarded to Orange County by the U.S. Department of Housing and Urban Development (HUD). Contracts exceeding $200,000 annually or $1 million in total contract value require Board of Supervisors approval. As a Business Associate under HIPAA, the contractor must implement comprehensive data security safeguards and maintain mandatory insurance coverage including Commercial General Liability at $1,000,000 per occurrence/$2,000,000 aggregate, Automobile Liability at $1,000,000 combined single limit, and statutory Workers' Compensation insurance.
