About this opportunity

The West Virginia Department of Administration Purchasing Division, soliciting on behalf of the Division of Natural Resources, is requesting bids for Phase 2 high voltage electrical distribution system repair and replacement at Coopers Rock State Forest, with bids due October 13, 2026, at 1:30 PM ET and a mandatory pre-bid meeting on September 21, 2026, at 10:00 AM. The project location is 61 County Line Drive, Bruceton Mills, West Virginia.

The scope encompasses replacement and upgrade of the entire electrical distribution system, including medium-voltage cables, transformers, panelboards, conduit systems, grounding and bonding, utility poles, and overhead medium-voltage transmission wiring across approximately 4,000 linear feet across seven designated areas. Key elements include installation of transformers (10–75 kilovolt-amperes), distribution panels serving water treatment plants, campgrounds, restrooms, and recreational areas, and directional boring of new conduits under Interstate 68. Work must comply with the 2020 National Electrical Code. New poles must be installed generally within three feet of existing poles unless otherwise indicated.

The contract term is fixed at 300 days from notice to proceed. Liquidated damages of $500 per day apply for any work extending beyond the 300-day deadline. The contractor must submit a bid bond equal to 5 percent of the bid amount with the proposal and performance and labor/material payment bonds each equal to 100 percent of contract value prior to award. Progress payments are made monthly with 10 percent retainage until substantial completion is certified by the architect. The contract is structured using AIA standard form documents (A101-2017 and A201-2017) on a stipulated-sum basis.

Required insurance includes Commercial General Liability ($1,000,000 per occurrence) and Automobile Liability ($500,000 per occurrence). The vendor must hold a valid West Virginia contractor's license, be registered with the West Virginia Purchasing Division, and submit a signed drug-free workplace affidavit. For bids exceeding $250,000, the apparent low bidder must submit a subcontractor list within one business day of bid opening. The contract is not subject to Davis-Bacon wage rates. Questions are due September 25, 2026, at 4:00 PM ET. Miller Engineering, Inc. serves as architect. Project plans are available digitally at no cost from Miller Engineering or may be examined at regional plan rooms. Award is to the lowest qualified responsible bidder.
