About this file

This Request for Proposal (RFP) is issued by the City of Cooper City, Florida, for the development of a Citywide Stormwater Master Plan (SWMP) funded through the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP), administered by the Florida Division of Emergency Management (FDEM), under Grant Agreement H1470 (FEMA Project No. 4673-305-P14). The City seeks qualified engineering firms to prepare a comprehensive stormwater master plan addressing existing and future drainage conditions, flood-prone areas, stormwater quality management practices, and prioritized infrastructure improvement recommendations for the 8.5-square-mile municipality. The proposal due date is November 30, 2026, at 9:00 a.m. EST, with submissions required through the OpenGov Procurement Portal. A non-mandatory pre-proposal meeting is scheduled for November 4, 2026, at 9:00 a.m. via Zoom webinar. The question and answer deadline is November 11, 2026, at 12:00 p.m. The evaluation timeline includes proposal review and candidate selection on December 4, 2026; presentations and final ranking on December 8, 2026; recommendation of award on December 9, 2026; and anticipated contract award by the City Commission on December 15, 2026. The contract term is seventeen (17) months from the Notice to Proceed, with an option for extension up to an additional 180 calendar days, renewable by mutual agreement with City Commission approval. All work must be completed by April 19, 2028, with administrative grant closeout through May 19, 2028.

The City will retain one qualified consultant or team of firms under a non-exclusive professional services agreement. Proposers must demonstrate minimum qualifications including an active Florida Professional Engineer (P.E.) license on staff and a minimum of five years of relevant experience in stormwater management, master planning, or related services. Prime proposers must provide three project references for completed municipal Stormwater Master Plans within the past ten years, and each subconsultant must provide at least one relevant project reference. The RFP does not identify a specific budget amount or pricing structure; compensation terms are subject to negotiation following selection. The project is funded entirely through the FEMA HMGP grant, with mandatory deliverables and deadlines established in the Grant Agreement. The solicitation imposes a "Cone of Silence" restricting communications between proposers and City officials during the procurement process, except for designated communications with the Purchasing Division. Liquidated damages of five percent (5%) of applicable grant deliverable values may be assessed for failure to meet grant-established deadlines due to proposer fault, consistent with FDEM financial consequence provisions. Proposers must submit comprehensive documentation including professional licenses, statements of qualifications using Standard Form 330, detailed statements of work, project schedules, required federal and state affidavits, proof of insurance, and compliance certifications.
