About this file

This document is a Budget and Scope of Work attachment for a Stormwater Master Plan project administered by the City of Cooper City under the Hazard Mitigation Grant Program (HMGP) DR-4673-305-P14, funded by the Federal Emergency Management Agency (FEMA) and coordinated by the State of Florida Division. The City of Cooper City, as the Sub-Recipient, will develop a comprehensive Stormwater Master Plan (SWMP) designed to assess and prioritize existing and potential stormwater issues, outline recommendations for future improvements, and promote flood resiliency in alignment with the National Flood Insurance Program (NFIP) Community Rating System (CRS). The project encompasses two primary tasks: creation of a preliminary SWMP with required minimum criteria including data inventory and collection, stormwater management criteria, and jurisdiction-specific provisions (Task 1, due 12 months after project start), and revision and completion of the SWMP with final deliverables including Local Mitigation Strategy adoption documentation and ISO/CRS submittal (Task 2, due 26 months after project start). The Sub-Recipient must engage a qualified, licensed Florida contractor through competitive procurement and conduct public engagement throughout the planning process. The Period of Performance runs from the date of agreement execution through May 31, 2028, with a total project duration of 26 months.

The total project cost is $281,000.00, consisting of $210,750.00 in federal funding (75 percent) and $70,250.00 in non-federal matching funds (25 percent), with all costs categorized under contractual services. Task 1 deliverables are valued at $260,000.00 and Task 2 deliverables at $21,000.00. The Sub-Recipient is responsible for all procurement activities, contractor selection documentation, verification that contractors are not debarred from federal projects, submission of professional licenses, and maintenance of accurate supporting documentation for all reimbursement requests. Late deliverables will incur a 5 percent penalty for each overdue milestone unless reasonable justification with documentation is provided. Reimbursement is contingent upon Division approval of deliverables and compliance with all federal, state, and local regulations. The Sub-Recipient must submit quarterly progress reports and obtain Division approval of any scope changes in advance; extension of the Period of Performance requires written request to the Division at least 70 days prior to expiration.

management as an integral part of its mission. The goals of this project are to assist local communities in developing a Stormwater Master Plan for the purposes of moving up in the Community Rating System (CRS) of the National Flood Insurance Program (NFIP) and to increase resiliency in Florida communities.

This project is funded through the Hazard Mitigation Grant Program (HMGP) DR-4673-305-P14, as approved by the Division and the Federal Emergency Management Agency (FEMA) to create and update Watershed Master Plans (WMPs) throughout the state of Florida.

The Sub-Recipient, City of Cooper City, agrees to administer and complete the project per scope of work as submitted by the Sub-Recipient and subsequently approved by the Division and FEMA. The Sub- Recipient shall complete the work in accordance with all applicable Federal, State and Local Laws, Regulations, and Codes.

PROJECT OVERVIEW:

The Scope of Work for this Hazard Mitigation Grant Program (HMGP) Watershed Planning Program project, the Division shall coordinate with eligible Florida entities (Sub-Recipients) to produce a Stormwater Master Plan (SWMP). This project is preceded by the Watershed Master Plan Pilot Program, with Stormwater Master Plans being encompassed in the second round of funding.

The purpose of a Stormwater Master Plan (SWMP) is to assist the Sub-Recipient assess and prioritize both existing and potential stormwater issues. The SWMP shall outline recommendations for future improvements including conceptual designs and alternative solutions, to effectively manage water quantity and quality. This project intent is to promote flood resiliency by the development and implementation of the SWMPs.

This project shall result in the development of Stormwater Master Plans (SWMPs) for National Flood Insurance Program (NFIP) participating communities throughout Florida. The plan shall be conducted public engagement throughout the process.

Local Mitigation Strategy (LMS) Chairperson attesting that the Stormwater Master Plan shall be adopted

TASKS & DELIVERABLES:

A. TASKS

1. Create Preliminary Stormwater Master Plan.

The Sub-Recipient shall create a preliminary Stormwater Master Plan (SWMP), which is a narrative identifying known problematic areas and areas with high flood risk, and proposes a series of recommendations for managing stormwater effectively. There shall be enough detail in the preliminary SWMP to verify the required analysis has been completed. Specifically, the required analysis for the preliminary SWMP shall include all the Minimum Criteria required for a creditable SWMP under the two categories of Data Inventory and Collection and Stormwater Master Plan Criteria as follows:

Data Inventory and Collection:

1. Data inventory (used for initial flood modeling):

a. Inventory of ground characteristics (e.g., soil type, impervious surfaces, wetlands)

b. Inventory of bodies of water that receive stormwater discharges.

c. Inventory of existing drainage system

d. Inventory of data availability

2. Locations of:

a. critical facilities, cultural/historical, and other places/areas of interest

b. vulnerable areas and their descriptions

c. map of stormwater sewer systems

3. Existing regulations and plans in place for reducing flood risks

a. Legal Authorities for Municipal Separate Storm Sewer System (MS4).

Stormwater Master Plan Criteria

4. Targeting pollutants of concern:

a. What pollutants are present.

b. How they are being monitored and assessed.

c. How pollutant presence is being reduced.

5. Stormwater control measures:

a. How construction site runoff is controlled.

b. Describe stormwater management for areas of new development and redevelopment.

c. What are the pollution prevention practices.

d. Describe how illicit discharges are tracked and reported.

e. Education, outreach, and public involvement.

6. Jurisdiction specific provisions:

a. Existing land uses-current and future.

b. Effectiveness of managing stormwater runoff.

c. Best management scenarios for mitigating stormwater runoff.

7. The community must adopt the final plan.

8. If applicable, SWMP plans more than 5 years old must be evaluated to ensure that they remain applicable to current conditions. For instance, previous assumptions on hydrology, sea level rise and future land use, are still applicable.

TASK 1 DELIVERABLES

Deliverable submittals shall be electronic documents and be submitted to the Division via email to the Divisions Grant Manager for review no later than the established due date before payment shall be processed. The Sub-Recipient shall submit following Task 1 deliverables to the Division:

b) A separate electronic document listing how and where in the preliminary SWMP the Minimum Criteria listed under Task 1 are met.

tory at the time of contract execution, how the data are used, and which tasks and efforts have already been completed prior to contract execution.

d) A separate electronic document with all comments between the Sub-Recipient Staff and contractor from their review of the SWMP, and

Reimbursement / Payment for Task 1 shall occur once the Sub-Recipient has received feedback from the Division confirming that their preliminary SWMP and Task 1 Deliverables have been approved. To be approved, the preliminary SWMP shall show how all the listed Minimum Criteria required for a creditable SWMP are intended to be met.

2. Revise Draft Stormwater Master Plan and Submit Completed Stormwater Master Plan.

After receiving feedback from the Division on the preliminary Stormwater Master Plan (SWMP), from Task 1 (per Task 1 Deliverables), the Sub-Recipient shall finalize the flood modeling process and submit their completed SWMP. At a minimum, the modeling and SWMP must meet the Minimum Criteria required for a creditable SWMP shown above. The Sub-Recipient shall update their SWMP, if revisions are
