About this opportunity
The State of Maine Division of Purchases is requesting sealed bids on hand tools and implements, with bids due June 26, 2008. In-state bidders and those offering commodities produced or manufactured in Maine receive preference in case of tie bids.
The scope covers nine line items totaling 1,200 units each: flat-tip and cross-tip screwdrivers, shovels, pliers, adjustable and wheel-lug wrenches, mattocks (complete units and heads), and axes. All items must meet ASME B107 series standards and specified material composition, dimensions, and engineering tolerances. Initial delivery of 400 units per item is required September 15–19, 2008, with 100 units per item due monthly on the 15th from October 2008 through May 2009.
Bids must be submitted in sealed form or electronically using prescribed forms, with separate unit prices for each item. All transportation charges, trade discounts, and quantity discounts must be included in pricing; the State is exempt from federal and Maine state sales and use taxes and expects quotes accordingly. Prices must be firm for 90 days unless otherwise specified. Terms and cash discounts must be stated; discounts under 20 days are not considered in award determinations.
Award will be made to the lowest responsible bidder on the basis of best value to the State, considering quality, conformity with specifications, purpose, delivery date, and ultimate cost. The Division of Purchases reserves the right to reject any or all bids, waive technicalities, increase or decrease quantities by up to 10 percent, and award contracts to individual items or groups of items. Contractors must assume liability for contract performance except for strikes, fires, acts of God, or other causes beyond reasonable control, and must provide material safety data sheets for hazardous chemicals as required by Maine's Chemical Substance Identification Law.
