About this opportunity

The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids for portable toilet rental services throughout Grafton County under RFB 3140-27, with bids due August 5, 2026 at 2:00 p.m. Eastern Time. Award will be made to the lowest-cost compliant bidder; vendors must bid on all items to be considered.

The scope includes rental of standard and ADA-compliant portable toilets for terms ranging from two-day special events to annual rentals, with all cleaning supplies (toilet paper, paper towels, hand sanitizer), weekly cleaning services, delivery, and removal included. Vendors must establish individual agency accounts within three business days, assign a dedicated account representative with backup coverage, provide quarterly usage reports, and fulfill emergency orders within six hours. Performance guarantees require 95% on-time delivery and 90% fill rate, with 2% rebates applied for failures. Weekly cleaning is included in rental fees; additional cleanings beyond the scheduled frequency are billed at established rates. The State reserves the right to add or delete service locations throughout the contract term.

The contract term runs from approval by the Governor and Executive Council through November 30, 2029, with an optional three-year extension available under the same terms and pricing. Bid pricing must remain firm for the entire contract period, be quoted in US dollars, include all delivery and associated costs with no additional surcharges or fuel charges permitted, and be delivered F.O.B. Destination. Unit prices are binding if discrepancies exist with extension prices.

Vendors must maintain $1 million per occurrence and $2 million aggregate liability insurance and current workers' compensation coverage prior to contract award. Questions are due July 24, 2026, with state responses by July 30. Site visitation is the vendor's responsibility prior to bidding.
