About this opportunity
The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids on heavy equipment rental and operator services under RFB 3145-27, with bids due September 24, 2026 at 10:00 a.m. Eastern Time and questions due by September 17, 2026. The State intends to establish multiple contracts to ensure statewide availability across the ten counties: Coos, Grafton, Carroll, Hillsborough, Merrimack, Rockingham, Strafford, Belknap, Sullivan, and Cheshire.
Bidders may submit offers for Equipment Rental Only, Equipment Rental with Operator Included, or both service categories. Vendors are not required to bid on all equipment types or all counties to be compliant. The equipment scope includes excavators (5 to 25 metric ton tracked models and larger), dozers, wheel loaders, graders, dump trucks, vibrating rollers, boom mowers, tractors, specialized forestry equipment such as feller bunchers and grapple skidders, and attachments. Vendors are encouraged to offer additional equipment beyond those listed; such items will not factor into award decisions but may be included in the contract with a specified discount off regular rates.
For Equipment Rental Only, prices must remain firm and fixed for the contract term, with annual increases not to exceed 5% on the anniversary date, subject to State approval and 30-day written notice. For Equipment Rental with Operator Included, hourly rates may increase annually by no more than 5%, with all operator labor and equipment operating costs included in the quoted rate. All pricing must include delivery costs, fuel, and related charges with no additional surcharges permitted. Delivery services are available Monday through Friday, 7:30 a.m. to 4 p.m.
The contract term runs from Governor and Executive Council approval through February 29, 2032 (approximately five years), with an option to extend for up to an additional two years, not to exceed seven years total. Successful vendors must maintain comprehensive general liability insurance of not less than $1 million per occurrence and $2 million aggregate, plus workers' compensation insurance. Vendors must be registered with the New Hampshire Secretary of State and the Bureau of Purchase and Property and must provide quarterly and annual usage reports. Payment is due 30 days after invoice receipt or delivery and acceptance, whichever is later, via ACH or Procurement Card. The State reserves the right to terminate any contract with 30 days' written notice and may reject any or all bids.
