About this opportunity
The State of Maine's Division of Purchases is requesting bids on vehicle coatings under a term contract with bids due April 6, 2009. The solicitation specifies Dupont/Nason products: Etch Primer, Etch Primer Activator/Reducer, Chromate Epoxy DTM/Primer Sealer, and Epoxy Primer Sealer Activator, supplied in gallon cans with specific part numbers. Substitute products are permitted if bidders match listed manufacturers and part numbers or provide approved alternatives.
Initial delivery is due April 1, 2009 or as soon as possible, with quantities of 360 gallons of Etch Primer, 360 gallons of Etch Primer Activator/Reducer, 600 gallons of Chromate Epoxy DTM/Primer Sealer, and 300 gallons of Epoxy Primer Sealer Activator. Quarterly delivery orders are projected for the remainder of fiscal year 2009 (starting June 15) and into fiscal year 2010, with estimated volumes of 60, 60, and 100 gallons respectively for subsequent quarters. All pricing must be quoted FOB Destination to Limestone, Maine 04750. Projected delivery quantities are estimates and may vary based on actual operational requirements at order time.
Lead times are specified at 60 days for Etch Primer and its activator, and 100 days for the Chromate Epoxy and Epoxy Primer products. Bids must be submitted on prescribed forms and sealed bids opened electronically after the deadline. The State reserves the right to reject any or all bids and to increase or decrease ordered quantities by up to 10 percent. Awards will be made to the lowest responsible bidder considering best value to the State, with evaluation factors including quality, conformity with specifications, delivery date, and ultimate cost. In-state bidders or those offering products manufactured in Maine receive preference in tie-bid resolution. Bidders must submit unit prices for each item and are exempt from providing Federal and Maine State Sales and Use Taxes on quoted prices.
