About this opportunity
The State of Maine Division of Purchases is soliciting bids for rebuilt torque converters (General Motors part number 24217238, NSN 2520-01-480-7553) for the Maine Military Authority–Limestone Facility, with quotes due July 20, 2011 at 2:00 p.m. local time. The State of Maine reserves preference for in-state bidders or those offering commodities produced or manufactured in Maine in cases of tie bids.
The scope comprises rebuilt torque converters with a projected purchase quantity of 50 to 150 units; actual delivery order quantities are subject to production and supply needs. Bidders must comply with Buy American Act requirements and provide certifications of debarment status, DUNS and CAGE Code information if applicable, and manufacturer certificates of conformance to applicable military standards. Item samples may be required prior to award. Vendors must certify they are not debarred, suspended, or excluded from federal covered transactions and have not been convicted of fraud, criminal offenses, or civil judgments related to public transactions within three years preceding proposal, nor terminated for cause or default within that period.
Delivery is to the MMA-Limestone Facility at 125 Kansas Road, Limestone, Maine 04750. Unit prices must include all freight and delivery charges as well as all freight and pickup charges for cores. Prices may be quoted with or without core exchange. The contract term is one year, with provisions allowing extension by the State Purchasing Director with contractor consent. Bid prices must remain firm throughout the contract period unless periodic price adjustments are agreed to in writing. The State reserves the right to reject any or all quotes and to increase or decrease order quantities by up to 10 percent. Awards will be made to the lowest responsible bidder offering the best value, considering quote quality, specification conformity, delivery dates, and overall economy. Cash discounts of 20 days or more are considered in evaluation.
