About this opportunity
The State of Maine Division of Purchases is soliciting bids for new Niehoff alternators and parts to support military HMMWV vehicle and equipment refurbishment and maintenance operations, with bids due March 2, 2011 at 2:00 p.m. local time. All parts must be new, manufactured by Niehoff, with no substitutions permitted — a single-source specification. The Buy American Act applies.
The scope consists of 100 units of a 200-Amp Generator Engine (NSN 2920-01-420-9968, Part Number N1225-1), with delivery to 125 Kansas Road, Limestone, Maine. The solicitation lists two additional line items (Voltage Regulator Engine and End Frame Housing & Rectifier) at zero quantities. Delivery availability is offered at 30, 60, and 90 days after contract award. Bid prices must be quoted net F.O.B. destination with all transportation and delivery charges fully prepaid by the contractor and remain fixed throughout the one-year contract period unless periodic price changes are agreed to in writing. Prices will be evaluated on the best combination of price and lead time. Award is contingent upon successful screening through the federal Excluded Parties List System and submission of certifications of eligibility, including complete legal company name, DUNS number, and CAGE Code if applicable. Item samples and manufacturer certificates of conformance may be required prior to contract award.
Bidders must submit separate unit prices for each item; cash discounts of 20 days or more will be considered in determining the low bidder. The State is exempt from Federal and Maine State sales and use taxes. The Division of Purchases reserves the right to award on an item-by-item basis or as a group, reject any or all quotes, waive technicalities, increase or decrease quantities by up to 10%, and cancel with thirty days' written notice. The State Purchasing Director may extend the contract beyond the initial one-year period with contractor consent. Questions must be submitted through the solicitation portal.
