About this opportunity

The Maine Military Authority is soliciting bids for repair services on Cummins NHC250 and 8.3L cylinder head components, with proposals due March 4, 2010. Award will be based on the best combination of price and lead time, contingent upon approval of product samples.

The scope encompasses mechanical repair to "like-new" condition for approximately 200–300 NHC250 units and 16–20 8.3L units annually. Repair work includes complete disassembly, cleaning, inspection, measurement, welding, machining, parts replacement, and full reassembly with testing. The contractor must meet specified lead-time performance: NHC250 units (3–9 unit batches) must deliver the first three units by day 5, with each additional three-unit batch every three days thereafter; 8.3L units (1–3 unit batches) must deliver the first unit by day 5, with each additional unit every three days thereafter. All transportation and handling to and from the MMA facility in Caribou, Maine (operating hours 7:00 a.m. to 2:30 p.m., Monday–Friday, excluding holidays) is the contractor's responsibility. Bidders must provide a detailed Statement of Work identifying all repair actions, mandatory replacement parts, and warranty terms; a 12-month warranty covering labor and parts is required.

The contract term is one year, with the State Purchasing Director retaining extension rights. Bid prices must be quoted net F.O.B. destination with transportation and delivery charges fully prepaid; prices remain fixed unless periodic changes are agreed to in writing. The State reserves the right to cancel with 30 days' written notice and to increase or decrease quantities by up to 10%. Projected repair volumes are estimates; actual order quantities will be determined by production and supply needs at the time orders are placed. Prospective bidders must provide debarment certification and comply with State of Maine procurement procedures, including submission via prescribed forms to the Division of Purchases, Room 119, 9 State House Station, Augusta.
