About this file
This is a Master Agreement solicitation document issued by the Maine Military Authority (MMA) for Cummins Cylinder Head Repairs to support its vehicle and equipment refurbishment and maintenance operations. The contract will be awarded to the supplier offering the best combination of price and lead time, contingent upon approval of product samples. The contract term is one year, with the State Purchasing Director retaining the right to extend the contract period beyond the indicated expiration date with contractor consent. MMA will issue specific orders via Delivery Order (DO) documents transmitted by email to the vendor's primary contact, with each order assigned a distinct order number and specified delivery dates. Shipments arriving in advance of stated delivery dates without prior approval are subject to refusal, and orders not delivered as scheduled may be modified or cancelled at MMA's discretion.
Bid prices must be quoted net F.O.B. destination with transportation and delivery charges fully prepaid by the contractor. Prices will remain fixed throughout the contract period unless periodic price changes are agreed to in writing. Contract evaluation will be based on price, warranty, statement of work, delivery schedule, parts availability, and other factors deemed appropriate by MMA. The State Purchasing Director reserves the right to cancel the contract with thirty days' written notice. MMA noted that a preliminary shipment schedule represents its best estimate of needs at the time of provision, though actual delivery orders may vary based on operational requirements at the time orders are placed.
