About this file
This is a Scope of Work document for the Maine Military Authority (MMA) soliciting contractor services for the repair of Cummins cylinder head components. The contract encompasses repair services for two engine series: the Cummins NHC250 and the Cummins 8.3L, with projected repair volumes of 200-300 units and 16-20 units respectively. Contractors must mechanically repair units to "like-new" condition following industry standards, including complete disassembly, cleaning, inspection, measurement, welding, machining, parts replacement, and full reassembly with testing. The repair work must be completed according to specified lead time performance requirements: NHC250 units (3-9 unit batches) must have the first three units delivered by day 5, with each additional three units delivered every three days thereafter; 8.3L units (1-3 unit batches) must have the first unit delivered by day 5, with each additional unit delivered every three days thereafter. All transportation and handling to and from the MMA facility in Caribou, Maine (operating hours 7:00 a.m. to 2:30 p.m., Monday through Friday, excluding holidays) is the contractor's responsibility.
Contractors must provide a Statement of Work with their bid detailing all repair actions, mandatory replacement parts, and specific warranty terms and conditions. A 12-month warranty covering labor and parts is required. Bidders should note that projected repair volumes are estimates based on anticipated production demand at the time of solicitation, with actual order quantities to be determined by production and supply needs at the time orders are placed. Additional State Purchasing Department requirements may apply and will be provided separately.
