About this opportunity

The State of Maine Division of Purchases is requesting bids for crate construction materials for the MMA-Limestone Facility, located at 125 Kansas Road in Limestone, Maine, with bids due September 29, 2010.

The scope covers four construction-material categories: 3/8" CDX plywood sheets (estimated 1–250 sheets), 2 1/2" CDX plywood sheets (estimated 1–250 sheets), 1" × 8" rough-cut lumber with minimum 8-foot lengths (estimated 6,000–8,000 linear feet), and 1 5/8" drywall screws in 1-pound boxes (estimated 10–20 boxes). Estimated volumes reflect current production projections; actual purchases depend on facility supply needs at the time of order. No minimum or maximum order quantities or dollar values are specified. All bid prices must include freight delivery to the Limestone facility address.

Awards will be made to the lowest responsible bidder offering the best value, considering quality, specification conformity, delivery dates, and overall economy. Bidders must submit separate unit prices for each item and include all trade discounts, quantity discounts, and delivery costs. Cash discounts of 20 days or more are factored into evaluation. The State is exempt from Federal and Maine State sales and use taxes, which should not be included in quotes. Transportation charges must be prepaid by the contractor unless otherwise specified. The Division reserves the right to reject any or all bids, waive formalities, increase or decrease quantities by up to 10 percent, and resolve tied bids by awarding to in-state bidders or those offering Maine-produced commodities.

Contract award is contingent on successful screening through the Federal Excluded Parties List System (EPLS) and provision of any required eligibility certifications. Questions are accepted through the AdvantageME system up to 48 hours prior to bid closing. Bidders must comply with applicable Federal, State, and local laws, including the Maine Chemical Substance Identification Law requiring material safety data sheets for hazardous chemicals. Contractors cannot assign, sublet, or transfer the purchase order without written consent from the Director.
