About this opportunity
The Maine Military Authority is requesting bids for bulk multi-engine antifreeze under a one-year requirements contract, with bids due August 11, 2010. Award will go to the supplier or suppliers offering the best combination of price and lead time, contingent on approval of product samples.
The scope covers multi-engine antifreeze meeting detailed product specifications for freeze protection, boil-over protection, corrosion inhibitors, and compatibility across various engine types used in state vehicle fleets. Specific delivery orders will be transmitted via email with distinct order numbers; shipments accepted up to two weeks in advance of stated delivery dates, with orders not delivered as scheduled subject to modification or cancellation at the Authority's discretion.
Bidders must submit net F.O.B. destination pricing with transportation and delivery charges fully prepaid. Prices remain fixed throughout the contract period unless periodic price changes are agreed to in writing. The State Purchasing Director reserves the right to extend the contract beyond the initial one-year expiration with contractor consent and may cancel with thirty days' written notice.
Bidders must certify eligibility under the Maine Debarment Document, confirming they are not debarred, suspended, or proposed for debarment by any federal department or agency, and have not been convicted of or had civil judgment rendered for fraud, criminal offenses related to public transactions, antitrust violations, embezzlement, theft, forgery, bribery, falsification of records, false statements, receipt of stolen property, or had public transactions terminated by default within three years preceding proposal. If bidders cannot certify these statements, they must provide written explanation to the State of Maine.
The Authority may require winning bidders to provide item samples and certificates of conformance to verify product suitability and specification conformance. The contract is intended to serve multiple state departments and agencies for fleet maintenance operations throughout Maine state government.
