About this file

This is a Master Agreement solicitation document issued by the Maine Military Authority (MMA) for a one-year contract to purchase anti-freeze in support of vehicle and equipment refurbishment and maintenance operations. The solicitation includes a list of parts and specifications for the requested anti-freeze products. The contract will be awarded to the supplier or suppliers offering the best combination of price and lead time, contingent upon approval of product samples. Specific delivery orders will be transmitted via email to the vendor's primary contact on individual Delivery Order documents, each with a distinct order number. Shipments will only be accepted up to two weeks in advance of stated delivery dates, and orders not delivered as scheduled are subject to modification or cancellation at MMA's discretion. The State Purchasing Director reserves the right to extend the contract beyond the initial expiration date with contractor consent and may cancel the contract with thirty days' written notice.

Bid prices must be submitted as net F.O.B. destination with transportation and delivery charges fully prepaid by the contractor. Prices will remain fixed throughout the contract period unless periodic price changes are agreed to in writing. MMA may require winning bidders to provide item samples and certificates of conformance to verify product suitability and specification conformance. While MMA will provide a preliminary shipment schedule representing its best estimate of needs, actual delivery orders may vary based on MMA's operational requirements at the time orders are placed.
