About this opportunity
The Maine Department of Transportation-Fleet Services Division is soliciting bids for retreaded tires under a one-year contract effective September 21, 2009 through September 20, 2010, with bids due September 15, 2009. The state will extend contract pricing to Maine political subdivisions and school districts at the vendor's election.
Vendors must hold certification under the Cooperative Approved Tire List (CATL) and Cooperative Tire Qualification Program (CTQP-441), with facility certification from a nationally recognized tire retreading association within the previous 12 months — the mandatory capability filter. The scope covers six tire sizes totaling approximately 875 units: 450 units of 11R22.5 Bandag D4300 or equal; 300 units of 12R22.5 Bandag D4300 or equal; 50 units of 315/80R22.5 R4200 or equal; 20 units of 215/75R17.5 LPT Highway; 30 units of 14.00XR24 grader tires; and 25 units of 20.5XR25 loader tires, plus dismounting, mounting, and associated services. Retreaded tires must meet detailed tread-depth, contour, and defect standards; undergo pre-retread inspection using electronic, holographic, shearography, x-ray, or ultrasonic technology plus manual visual inspection; and carry comprehensive guarantees with full refund for failures within 50 percent of original tread depth and one-half refund between 50 and 4/32 inches. Delivery locations span Augusta, Caribou, Houlton, Bangor, Dixfield, and Scarborough, with standard deliveries required within seven days and extended 30-day windows for motor grader and off-road tires.
All pricing must be firm throughout the contract period with transportation and delivery prepaid to destination. The state reserves the right to increase or decrease order quantities by up to ten percent. Contracts are subject to 30-day cancellation by the state. In cases of tied bids, preference is given to in-state bidders or vendors offering commodities produced or manufactured in Maine. Bids must be submitted electronically to the Division of Purchases office in Augusta prior to the September 15 deadline; late submissions will not be considered.
