About this file

This specification document outlines a retread tire contract for the Maine Department of Transportation-Fleet Services Division, with potential participation from other state agencies. The contract covers a one-year period from September 21, 2009, through September 20, 2010, and establishes requirements for vendors to supply retreaded tires to meet the state's fleet maintenance needs. While specific tire quantities are not enumerated in the specifications, the document indicates that approximate quantities will be provided in the proposal, with the understanding that actual orders may vary based on state agency demand during the contract term. The contract includes delivery locations at multiple Fleet Services facilities across Maine, including Augusta, Caribou, Houlton, Bangor, Dixfield, and Scarborough, with standard deliveries required within seven days of pickup and extended 30-day delivery windows for motor grader and off-road tires.

Vendors must meet stringent certification requirements, including conformance to the Cooperative Approved Tire List (CATL) and Cooperative Tire Qualification Program (CTQP-441), along with facility certification from nationally recognized tire retreading associations within the previous 12 months. All pricing must be firm throughout the contract period and include transportation, pickup, and delivery charges prepaid to destination. The state requires vendors to accept credit cards as payment with no surcharges permitted. Delivery orders up to $5,000 will be emailed directly to vendors, while larger orders require Division of Purchases approval. The contract is subject to 30-day cancellation by the state and may be extended at the director's discretion with the vendor's consent. Additionally, vendors must indicate willingness to extend contract pricing to Maine political subdivisions and school districts.
