About this file

This is a technical specifications document for tire retreading services issued by a state Division of Purchases and Department of Transportation. The specification establishes detailed requirements for retreading worn tire casings provided by the state, including standards for tread application through vulcanization, tread width and depth measurements, tire contour specifications, and quality control procedures. The contractor must permit facility inspections at any reasonable time during the contract period to verify compliance with specifications regarding work quality, material sampling, and measurement accuracy. Retreaded tires must meet precise industry standards with tread depths not exceeding 27/32 inches on drive tires, clean sharp edges, and freedom from buckles, air pockets, wavy treads, and other defects. All pre-cure rubber must be manufacturer-identified through molded markings, and tires must undergo comprehensive pre-retread inspection using electronic, holographic, shearography, x-ray, or ultrasonic technology in addition to manual visual inspections to detect internal and external flaws.

The contractor must provide comprehensive guarantees covering basic tire body failures, retreading process defects, and missed repairs, with refund provisions structured on a tiered basis: full refund of retreading and casing costs for failures occurring within 50 percent of original tread depth, and one-half refund for failures between 50 and 4/32 inches of tread depth. Repair limitations are strictly enforced, with maximums of two section repairs in the crown area, one sidewall section repair, four nail hole repairs per casing, and two nail holes per footprint, with repairs not to exceed industry standards. The contractor must perform final inspections consistent with industry quality assurance practices and properly identify all retreaded tires with legible Department of Transportation codes and contractor identification with installation dates for any repairs performed outside the retreading operation.

TIRE RETREADING TECHNICAL SPECIFICATIONS

FACILITY INSPECTION - The successful Contractor/Vendor will be required to permit representatives of the Division of Purchases or Department of Transportation to inspect all facilities of the Contractor/Vendor performing the required work, to assure strict compliance to the specifications such as quality of work, measuring and sampling of material being used, etc. This requirement must be made available at any reasonable time during the contract period.

RETREADING SPECIFICATIONS

Definitions - For the purpose of this Bid the following terms are defined:

(A) Retreading shall be interpreted as the applying by vulcanization of new tread rubber to the tire from shoulder to shoulder between the sidewall scuff ribs. The application of tread bars or relugging will not be acceptable. All retreaded tires will be returned only on casings provided by the State.

(B) Tread Width - Tread width used shall be determined by the requirements of the casing or the A.R.A. buffed radius width guide manual or other industry approved manuals. The maximum acceptable width shall be used unless otherwise requested.

(C) Tread width shall be the width of the base of the precure tread and must comply with accurate measurements of industry standards. Tread widths must be shown to the closest 1/8”.

(D) Tread Depth - Tread depth of drive tires shall not exceed 27/32”. All finished retreaded tires shall be inspected on delivery for compliance with the above specifications as to contour, tread width, tread depth, tread design and shall have clean sharp edges. Tread depth not to include detail venting depth on any design.

(E) Tread depth must be shown to the closest 1/32”. Express all measurements in inches and fractions of inches and not decimals.

(F) Contour - Tires shall be the same contour as that of a new tire of the same size and type.

(G) Rejections - All tires or casings rejected by the Contractor are to be returned to the pick-up point at Contractor’s expense. A brief written explanation for the rejection will be provided by the Contractor. All tires and casings will remain the property of the State which is responsible for their disposal.

(H) General - Tires retreaded shall be free of buckles, air pockets, wavy treads and other defects.

(I) Non-skid depth of retread rubber being offered by bidder must be indicated on the itemized bid request.

GUARANTEE: All work performed by Contractor must be guaranteed. Any failure in basic tire body (casing), retreading process repairs or missed needed repairs (nail hole, etc.) by contractor that result in casing/tire failure, will result in adjustments as follows:

(A) Tires worn up to 50% of original skid depth of tread, the Contractor shall refund to the state the full cost of retreading the casing, plus the cost of the casing if the casing failure was due to Contract neglect or improper repair.

(B) Tires worn beyond 50% of the original skid depth, down to 4/32 of skid depth; the Contractor shall refund to the state one half the cost of retreading the casing, plus the cost of the casing if the casing failure was due to Contractor neglect or improper repair.

(C) Tires worn beyond 4/32” tread depth will not be subject to adjustment by Contractor.

(D) For the purpose of adjustments, tread depth shall be measured in at least two (2) major grooves in the remaining tread and in at least four (4) different places around the circumference of the tire and all readings taken will be averaged.

IDENTIFICATION OF PRE-CURE RUBBER REQUIRED: All pre-cure rubber must have the name of the manufacturer molded into the pre- cure rubber at the time of its manufacture, such as is commonly engraved in matrices, permanent decalcomania, etc. as to identify the manufacturer.

REPAIRS MUST CONFORM TO THE FOLLOWING REQUIREMENTS:

(A) No more than two (2) section repairs in crown area.

(B) One sidewall section only per tire.

(C) No two (2) section repairs in same quarter of tire.

(D) Off road casings requiring more than two (2) repair must be approved by the authorized agency representative before repairs or capping is performed.

(E) No more than four (4) nail hole repairs per casing - no more than two (2) in the same foot print. Repair patches must not touch each other.

TIRE DISMOUNTING: Tires dismounted by Fleet Services locations will be available for pick up by the Contractor at the locations designated in Contract, however, some Fleet Services locations may require the vendor to dismount and mount tire.

PRE-RETREAD INSPECTION:

(A) Contractor shall inspect all tires and/or casings submitted in order to determine their fitness to have the service requested performed, and his decision in this respect shall be final.

(B) No tire casing will be repaired or retreaded, having injuries or conditions which require repairs beyond the limits of the industry standard for tire repairing and retreading. Injuries within industry standards will be repaired.

(C) All casings will be inspected using electronic, holographic, shearography, x-ray or ultrasonic technology, along with manual, visual inspections to detect nail holes, belt separations or other internal and/or external flaws or defects in the casings. Vendors with the latest technologies in non-destructive casing inspections may receive special considerations.

FINAL INSPECTIONS: The contractor shall be responsible for final inspection of retreaded and/or repaired tire(s), using practices consistent with industry standards for quality assurance. Retreaded tires shall be properly identified with legible D.O.T. code in accordance with federal requirements. Additionally, any section repairs done other than at the time of retreading shall be identified with the contractors name/code and date of installation.
