About this opportunity

The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids for building materials and hardware supply and delivery to state agencies and eligible participants under RFB 3137-27, with bids due July 15, 2026 at 2:00 p.m. Eastern Time. The State intends to award multiple contracts to ensure statewide coverage and reserves the right to reject any or all bids or portions thereof.

The scope encompasses an extensive catalog of construction and maintenance materials organized by category: cement and masonry, flooring, hand tools, hardware, heating and cooling, locks and keys, outdoor and garden supplies, paint, plumbing, power sources, rebar and rods, roofing materials, safety equipment, security devices, and material handling items including lumber and plywood. Bidders must populate discount percentages for each product category or mark "N/A" for categories they do not bid. Bidders may substitute alternate product SKUs and descriptions provided they meet equivalent specifications and must provide current list pricing via updated pricebooks, website links, or other acceptable documentation at bid submission. Addendum #1, issued July 2, 2026, revised composite decking and pressure-treated decking specifications in the Offer Sheet (Attachment 1); only bids submitted with the updated offer sheet showing unit pricing will be accepted.

The contract term runs from Governor and Executive Council approval through August 31, 2031, with an option for extension up to an additional two years under the same terms and pricing upon mutual agreement. Pricing is F.O.B. Destination with delivery included; special charges, surcharges, fuel charges, and credit card fees are prohibited. Vendors must establish customer accounts within three business days of order placement and accomplish delivery within five business days. Successful vendors may request annual price adjustments keyed to industry changes, subject to State approval, with at least thirty days' written notice required. A 0.50% prompt payment discount applies to orders of $10,000 or more paid within 10 days. Questions are due July 8, 2026; state responses are due July 10, 2026. The purchasing agent is James Noel at NH.Purchasing@das.nh.gov.
