About this opportunity

The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is issuing a Request for Bid (RFB 3126-26) for asbestos abatement, mold remediation, and lead paint removal services to be provided statewide across all ten New Hampshire counties (Coos, Belknap, Carroll, Grafton, Cheshire, Sullivan, Strafford, Rockingham, Merrimack, and Hillsborough). The scope of work encompasses the removal, transportation, and disposal of asbestos-containing materials (ACM), mold-contaminated materials, and lead-containing paint (LCP) materials from State facilities in full compliance with federal, state, and local regulatory requirements. Vendors must submit pricing for labor services categorized by time of performance (normal business hours, after-hours, and weekend/holiday hours), mobilization fees that include decontamination units, negative air equipment, HEPA vacuums, and associated safety equipment, and disposal fees for general construction waste, asbestos waste per bag, and asbestos waste per dumpster. The contract will commence on October 1, 2026 (or upon Governor and Executive Council approval, whichever is later) and continue through September 30, 2031, with an option to extend for two additional years under identical terms and pricing subject to mutual agreement and gubernatorial approval. All pricing must be submitted in U.S. dollars and include all delivery costs, labor, materials, equipment, permits, and transportation with no additional surcharges permitted; price adjustments may be requested annually on the contract anniversary date with increases capped at 3 percent. The bid closing date is April 9, 2026, at 1:15 PM Eastern Time, and all offers must remain valid for 180 days from the bid due date. Successful vendors must maintain comprehensive general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation insurance as required by New Hampshire law, and must designate a dedicated account representative and backup responsible for daily contract administration with 24-hour response times to agency inquiries.

The State reserves the right to award contracts to one or more vendors meeting established criteria and providing the lowest costs by county, allowing for selective geographic participation based on operational capabilities. Eligible participants include the State of New Hampshire and its political subdivisions and nonprofit organizations operating under Section 501(c) of the Internal Revenue Code, with vendors permitted to decline bidding on specific items or counties by marking "no bid." The solicitation does not identify incumbent vendors or current contractors, nor does it reference specific set-asides for disadvantaged enterprises; however, vendors meeting all insurance and operational requirements are eligible to submit bids. Payment terms provide that invoices will not be due until 30 days after receipt or all items have been delivered, inspected, and accepted, whichever is later, and the State assumes no liability between vendors and eligible participants. No minimum or maximum quantities are guaranteed under this contract, and quarterly and annual usage reports must be submitted to the Bureau of Purchase and Property. The specific contract value or budget range is not disclosed in the solicitation documents; however, the five-year initial term combined with statewide geographic coverage and multiple service categories suggests a substantial procurement opportunity.
