About this opportunity
The State of Utah Division of Purchasing is publishing a Notice of Intent to Award a Contract without engaging in a standard procurement process for Contract 256038, Amendment 3. This procurement allows for a contract award without competitive bidding under specific conditions, including situations with only one source for procurement, significant transitional costs, or circumstances that make standard procurement impractical. The solicitation was posted on November 6, 2025, with proposals due by November 14, 2025. While specific details about the goods or services are partially redacted in the attached documents, the procurement appears to involve a specialized procurement requiring unique justification. The attached files include multiple documents such as a 3-quote document, a Part 8 notice, a claim of business confidentiality form, and a statement of work, all of which suggest a complex procurement process with potential confidentiality considerations.
The procurement opportunity appears to have specific restrictions or qualifications for potential vendors, though precise details are not fully clear from the provided documents. The Notice of Intent suggests that the procurement may be limited to a single source or have very narrow qualification criteria. No specific set-aside designations for disadvantaged enterprises are explicitly mentioned in the available documentation. The attached files indicate potential budget or contract value information, but these details are likely redacted in the provided documents. The procurement seems to involve a specialized contract amendment (Amendment 3) that increases funding for an existing contract, suggesting this is potentially an extension or modification of a previous procurement arrangement. The State of Utah's Division of Purchasing is managing this procurement, which appears to require careful review of the confidential and technical documentation provided in the attached files.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
