About this opportunity
The Utah Division of Purchasing is publishing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for an amendment to Contract 246135 with Volunteers of America of Utah, with a public challenge period closing October 23, 2026. This is a sole-source extension for Coordinated Specialty Care (CSC) mental health services to youth and young adults at Clinical High-risk for Psychosis (CHRP).
The original contract, awarded under solicitation NE23-9, was valued at $315,000. Amendment 2 increases the total contract value to $877,559, representing a $562,559 increase to extend services through the existing contract term ending September 30, 2028 with no renewal options. The scope remains unchanged from the original contract and previous amendments—provision of transdisciplinary mental health services and recovery support using the CSC model to reduce disorder impact and improve life functioning competency for the target population.
The Conducting Procurement Unit has submitted justification claiming that only one source exists for this procurement item, meeting the Utah Procurement Code standard for non-competitive award. Supporting documentation includes a three-quote comparison (redacted) and a Business Confidentiality Claim form protecting vendor information under Utah Code 63G-2-305 and 63G-2-309.
Interested and qualified vendors may challenge the sole-source determination by submitting documentation to the Division of Purchasing demonstrating competing sources or equivalent capabilities, including cost comparisons where applicable, prior to October 23, 2026. All contractors must certify compliance with Utah Code 63G-27 regarding boycott prohibitions, including non-engagement in economic boycotts or boycotts of the State of Israel, and maintain compliance throughout the contract term. Additional legislative funding may be added if appropriated for the identified scope of work.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
