About this opportunity
The Utah Division of Purchasing is issuing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for Contract 246039 Amendment 2 (a funds increase), with a challenge period deadline of June 12, 2026.
This is a sole-source award to Bonneville Communication Corporation to expand suicide prevention marketing efforts under the existing contract. The amendment increases contract funding by $78,000 for podcast production to support the 988 crisis helpline, bringing the total contract value from $2.5 million to $2.584 million. The original contract was established as sole source under Solicitation Number NE23-70.
The scope expands the incumbent's existing suicide prevention marketing campaign, which uses integrated health promotion, public service awareness, and behavioral-change messaging to drive utilization of the 988 crisis line. The amendment specifically funds additional podcast production, episode creation, editing, platform distribution, guest coordination, and promotional support.
The Utah Division of Purchasing is accepting challenges to the sole-source determination during the public challenge period through June 12, 2026. Interested and qualified vendors may submit documentation demonstrating alternative sources, comparable products, or cost comparisons. The Division reserves the right to reject the non-competitive award if valid challenges demonstrate viable alternatives, except if the justification basis is transitional costs or impracticality rather than sole source.
All vendors and contractors must comply with Utah Code 63G-27 et seq., certifying they are not engaged in economic boycotts or boycotts of the State of Israel and committing to maintain compliance throughout the contract term. Vendors may submit GRAMA Business Confidentiality Claims to protect trade secrets and commercial financial information, submitting both redacted and non-redacted proposal versions as required.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
