About this opportunity

The Utah Department of Health and Human Services is issuing a Notice of Intent to Award Contract 246027 Amendment #2 to Bach Harrison for a funds increase, with a challenge period due October 21, 2026. This is a non-competitive sole-source procurement under the Utah Procurement Code.

The contract covers concurrent data collection services for the SHARP Survey (handwritten and online surveys) in Utah public schools. The original contract total was $1.3 million through June 30, 2028, with renewal options available. Amendment #2 increases the contract value by $47,775 to $1,347,775 — a 3.6 percent increase driven by additional Centers for Disease Control and Prevention funding for the Youth Risk Behavior Survey to expand participation and strengthen infrastructure.

The original sole-source solicitation was NE23-76. The Division of Purchasing is publishing this notice to allow interested vendors to submit challenges to the sole-source determination; interested parties may contest the determination by submitting documentation of alternative sources or comparable services. No freight costs are associated with this procurement. The conducting procurement unit has filed a Claim of Business Confidentiality, and certain details regarding the justification for the non-competitive award remain redacted.

All contractors must certify compliance with Utah Code Section 63G-27 regarding economic boycotts and boycotts of the State of Israel, with ongoing certification obligations throughout the contract term.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
