About this opportunity

The Utah Division of Purchasing has issued a Notice of Intent to Award Contract 236291 AMD 2 for the Insurance Department's Financial Regulation & Examination Division, specifically seeking a Team Cloud FedRAMP hosting subscription for TeamMate+ third-party software and hosting licenses through the National Association of Insurance Commissioners (NAIC) by Wolters Kluwer. The procurement involves procuring 25 software licenses with a focus on enabling financial analysts to work on and document insurance company examinations. The contract seeks to increase the total contract amount from the original $24,750.00 to $108,300.00, representing a 78% increase due to expanded product quantities and pricing adjustments. The solicitation (FB26-6) is being processed as a non-standard procurement, with a public notice period allowing vendors to submit challenges or alternative proposals. The key deadlines include a posting date of September 11, 2025, and a response due date of September 18, 2025.

The procurement appears to have specific anti-boycott requirements, mandating that vendors certify they are not engaged in economic boycotts, particularly those related to the State of Israel. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the procurement follows Utah's Procurement Code guidelines for sole-source or non-standard contract awards. The current incumbent vendor is Wolters Kluwer, providing the TeamMate+ software with FedRAMP hosting capabilities. The contract requires integration with existing financial regulation infrastructure and technology used by the Utah Insurance Department's Financial Regulation & Examination Division. The total contract value ranges from the original $24,750.00 to the proposed $108,300.00, with potential for additional legislative funding depending on future appropriations.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
