About this opportunity
The Utah Division of Purchasing has issued a notice of intent to award Contract 236164 Amendment 3, which involves a funds increase for an unspecified procurement item. The procurement is being pursued through a non-standard procurement process, specifically utilizing provisions that allow contract award without standard competitive bidding. The procurement unit has submitted documentation claiming justification for this approach based on potential scenarios such as single-source procurement, significant transitional costs, or circumstances that make standard procurement impractical. The contract opportunity was posted on July 29, 2025, with a response deadline of August 5, 2025. Multiple supporting documents have been attached to the notice, including a claim of business confidentiality, a Part 8 notice, a statement of work, and additional supporting documentation. While specific details about the goods or services are redacted, the procurement appears to follow Utah Procurement Code guidelines for exceptional contracting circumstances.
The solicitation does not explicitly outline set-aside designations or specific restrictions on responding organizations. The attached documents suggest some level of confidentiality and potentially limited competitive access, though the exact parameters are not fully disclosed in the provided materials. No incumbent vendors or current contractors are directly identified in the available documentation. The procurement appears to involve a funds increase, which implies an existing contractual relationship, but the precise award value or budget range is not specified in the published materials. The non-standard procurement approach suggests unique circumstances that may limit typical competitive bidding processes. The Division of Purchasing will make a final determination based on the submitted justification, evaluating whether the proposed contract award meets the criteria for bypassing standard procurement procedures.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
