About this opportunity
The Utah Department of Health and Human Services is pursuing Amendment 4 to Contract 236102, a funds-increase award to Wasatch Homeless Health Care for tuberculosis housing services, without engaging in a standard procurement process under Utah Procurement Code sole-source authority, with a public challenge period closing June 26, 2026. The original solicitation was conducted as an ACWESPP (sole-source) procurement.
The contract provides housing for individuals experiencing homelessness with active tuberculosis. Wasatch Homeless Health Care maintains a minimum of two housing units in various configurations (apartments, motels, or trailers) to accommodate TB patients throughout their treatment regimens, coordinate with local health departments to house TB-positive clients within 14 days of identification, and attend quarterly coordination meetings with the Department. The contractor reports all patient admissions, discharges, and unit availability monthly and must submit invoices by the 20th of the following month.
Amendment 4 increases total contract funding from $145,072 to $186,044, representing a 17.9% increase from the original contract total of $157,820. The amendment allocates $40,972 for the fiscal year July 1, 2026 through June 30, 2027, with annual budget allocation of $30,672 for rent, $7,800 for utilities, $1,000 for supplies and living expenses (furniture, bus passes, laundry), and $1,500 for salaries and benefits. The contract runs through June 30, 2027.
The non-competitive award is justified under Utah Procurement Code provisions for single-source procurement, significant transitional costs, or circumstances making standard procurement impractical. The Division of Purchasing will issue a written determination whether non-competitive award is appropriate. Interested vendors may submit challenges demonstrating alternative qualified sources or comparable services by June 26, 2026. All vendors must comply with Utah Code 63G-27 et seq., certifying non-participation in economic boycotts and boycotts of Israel.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
